Norman Roy Blackwell, Baron Blackwell (lahir 29 Juli 1952) adalah mantan pengusaha asal Britania,^[1] pegawai negeri, politikus Konservatif,^[1] juru kampanye dan penasihat kebijakan.

Masa muda

Merupakan putra dari Albert dan Frances Blackwell,^[1] ia dididik pertama kali di Latymer Upper School,^[1] dan sebagai Peserta Pameran Junior di The Royal Academy of Music^[1] di London, dan kemudian lulus dari Trinity College, Cambridge dengan gelar master of arts dalam natural sciences pada tahun 1973.^[1] Dia kemudian melanjutkan ke Wharton Business School di University of Pennsylvania di mana dia lulus dengan Magister Bisnis Administrasi pada tahun 1975,^[1] dan kemudian pada tahun 1976 dengan gelar doktor filsafat^[1] di bidang keuangan dan ekonomi.^[2]
